The HEAD OPERATIONS

Head Operations will oversee operational activities (including claims management, Health Care Provider commissioning and contracting, and complaints resolution) and ensure efficient and excellent service delivery in line with the Agency’s strategy and goals. The jobholder will drive operational excellence, manage and liaise with multiple stakeholders and partners to ensure service performance goals are met, address complaints and resolve issues.


QUALIFICATIONS 
 Minimum of a Bachelor’s degree in Medicine, Pharmacy, Nursing or a health-related field 
 Postgraduate degree in Management, Health Insurance or Health Economics 
 Membership of clinical/healthcare professional body is an added advantage

EXPERIENCES 
 Minimum of eight years’ relevant experience with at least three years in managerial capacity.

HEAD PLANNING RESEARCH & MONITORING 

The Head Planning, Research, Monitoring & Evaluation will lead comprehensive research and development programmes and initiatives to support the Agency’s growth; develop and implement a robust approach to monitor and evaluate its activities, value and impact; and support the attainment of set goals by providing research insights and advisory support for strategic and operational planning. The jobholder will manage and coordinate the collation and analysis of relevant data such as utilization rates, medical loss ratio, enrollee satisfaction survey etc. to support planning, operations and decision making, and ensure projects efficiently and effectively support the Agency's goals and objectives.

 

QUALIFICATION 
 Minimum of a Bachelor's degree or equivalent in Economics, Statistics, Business or related field. 
 Relevant post graduate degree would be an added advantage.

EXPERIENCE 
 Minimum of eight years’ experience in research, planning, monitoring and evaluation with at least three years in managerial capacity. 
 Experience in the health sector or health-related programmes is essential.

HEAD IT & COMMUNICATION


The Head, IT & Communications is responsible for overseeing and managing information technology systems infrastructure, applications and network to support the Agency’s strategic plans and goals. The jobholder will define core information technology requirements for effective operations of the Agency; provide direction and lead the operations of the IT & Communications department; work closely with decision makers across the Agency to identify, recommend, develop, implement and support technology solutions; define and implement IT policies and procedures and ensure sound practices.

 

QUALIFICATION 
 Minimum of a Bachelor’s degree or equivalent in ICT, Computer Engineering or a related field. 
 Relevant professional certification e.g. MCSE, MS SQL Server, Oracle DB.

EXPERIENCE 
 Minimum of eight years’ experience with at least three years in managerial capacity. 
 Hands-on experience in database design, development, maintenance and security is essential. 
 Project management experience would be an added advantage.

HEAD HUMAN RESOURCES & ADMINISTRATION 

The Head, Human Resource and Administration (HRA) is responsible for developing and executing HR Strategies that align with the Agency’s strategic intent and facilitates the achievement of set goals. The jobholder will ensure the implementation of sound and best-fit HR practices, lead efficient delivery of HR services, and drive employee engagement with impact on organizational performance. The Head, HRA will also oversee key support functions including Administration, Logistics and Fleet Management, ensuring efficiency and service excellence.

 

QUALIFICATION 
 Minimum of a Bachelor’s degree or equivalent 
 MBA or relevant Master’s degree would be an added advantage 
 Professional HR qualification from a recognized body e.g. CIPM

EXPERIENCE 
 Minimum of fifteen years’ relevant experience with at least five years in managerial capacity 
 Experience across HR disciplines including organizational development, talent management, recruitment, compensation and benefits, 
learning and development, employee relations, and development and implementation of HR policies. 
 Experience providing HR advisory support at management level and driving change

HEAD FINANCE & ACCOUNT 

The Head, Finance & Accounts is responsible for financial planning and management towards the attainment of organizational goals. The jobholder will oversee finance and accounting operations including but not limited to budgeting, investments and treasury, and is charged with the development and implementation of finance strategies and plans, deployment and maintenance of effective control systems, and timely and accurate financial reporting. The jobholder will develop/enhance and implement systems, policies and procedures for efficient finance and accounting operations.

 

QUALIFICATION 
 Minimum of a Bachelor’s degree or equivalent in Accounting, Finance or a related field 
 MBA or relevant Master’s degree would be an added advantage 
 Professional accounting/finance qualification will be favourably considered e.g. ACA, ACCA, CFA

EXPERIENCES 
 Minimum of fifteen years’ relevant experience with at least five years in managerial capacity 
 Experience in the health services industry would be an added advantage.

HEAD BUSINESS DEVELOPMENT & MARKETING


The Head, Business Development & Marketing will drive the development and implementation of the Agency’s strategic and tactical plans for customer acquisition, income generation, awareness creation, and the achievement of growth objectives. The jobholder will facilitate enabling partnerships and alliances, manage strategic relationships and stakeholders, and develop winning marketing and communications strategies.

 

Qualifications 
 Minimum of a Bachelor’s degree in Marketing, Business or a related field 
 MBA or relevant Master’s degree would be an added advantage 
 Professional certification in Marketing from a recognized body

Experience 
 Minimum of 8 years marketing experience with at least five years in managerial capacity 
 Experience in the health services industry would be an added advantage

Solution Sales:

Essential Skills:

Minimum of five (5) years cognate experience in: 

  • Software product sales (with at least 6 years of overall IT experience)
  • Developing excellent communication strategies, initiatives and articulating these in a straightforward way to both decision makers and technical personnel alike.
  • Report writing and delivering an effecting sales pitch.
  • Financial technologies and banking applications portfolio sales. 
  • Developing and implementing sales strategies, securing new business opportunities and establishing a superior solution image in the market. 
  • Managing strategic relationships with clients and key partners. 
  • Providing technical and solutions support (in collaboration with Technical Team), which includes full spectrum of pre-sales function.

Solution Developer:

Essential Skills:

Minimum of five (5) years cognate experience in: 

  • Front-End development frameworks such as AngularJs, JQuery, HTML5 and CSS. 
  • SQL, PL/SQL, TSQL, Shell/Linux/Unix scripting. 
  • Mobile and wearables application development (Android, IOS)
  • Java 2 Enterprise Edition and MVC frameworks such as Sprint, Struts. 
  • Core Banking Application (Finacle, Flexcube, T24).
  • SOAP and REST framework development. 
  • Managing application servers such as IBM WebSphere Application Server, Oracle WebLogic, or JBOSS. 
  • The use of J2EE IDE’s (Eclipse, NetBeans, IntelliJ).

Solution Implementation Lead:

Essential Skills:

Minimum of five (5) years cognate experience in: 

  • Core Banking Solutions and implementation (Finacle, Flexcube, T24 and others). 
  • Web and application servers such as IBM MQ, WebSphere and Oracle WebLogic. 
  • Programming Oracle Database SQL, PL/SQL, Java, .NET. 
  • Shell/Unix commands. 
  • Creating and implementing deployment instructions across various environments. 
  • Detecting potential issues and implementing solutions when issues threaten to delay the timeline or impact budget or business operations. 
  • Documenting Standard Operating Procedure (SOP) instructions for all ongoing business and transitioning the project to the Production Support team. 
  • Designing and documentation of project requirements in accordance with the client's needs.

Software Tester and Quality Assurance Consultant:

Essential Skills 

  • Minimum of five (5) years cognate experience in: 
  • Developing test cases, scripts and plans. 
  • Enterprise software development across J2EE technologies. 
  • Knowledge of Test Automation tools such as Neoload, Oracle ATS, LoadRunner, Apache JMeter, Selenium. 
  • Workload simulation matrix and determining scripting scenarios. 
  • Creating and executing performance, load, stress and scalability testing for applications within a multi-tier architecture to validate and ensure optimal user experience. 
  • Directing towards root cause of issues and to clearly communicate findings to Quality Assurance and Project management leadership. 
  • Finacle/Flexcube Core Banking Application and Banking Knowledge.
